"Interchanges will be reconstructed. Every new interchange will be tailored to suit the needs of traffic and the surrounding community. Some communities will see larger, more efficient interchanges; others will see interchanges very similar to those they now have. And, some communities will see their interchanges relocated. Careful attention will be focused on interchange decisions, because almost three-fourths of all accidents occur at or around interchanges."
